Ocbc share buyback - what can I draw from it?

Yesterday OCBC bought back 100,000 of its shares at a price of 9.49. Their share price seems to have taken abit of a hit after it reported more issues with oil and gas loans. The share price closed today at 9.48.
With my limited financial knowledge, I wonder if this means their management puts a value on their shares of 9.49 and I should consider buying it if the price falls below this. After all, the managers should know the company best?
